Rainsbrook Secure Training Centre (STC) is one of three purpose-built centres designed to accommodate male and female young people between the ages of 12 and 18 who are either serving a custodial sentence or are remanded to a secure facility. Rainsbrook STC have an exciting opportunity for a Reform Implementation Manager to join our team on a 12 month FTC. The Reform Implementation Manager role will be reporting to the Rainsbrook STC Director, in accordance to the Youth Custody Service''s (YCS) Reform Governance Programme. The Reform Implementation will be responsible for identifying and delivering multiple reform projects, working closely with key stakeholders to ensure timely and effective delivery of each project. This role will be driven by YCS Reform Principles; to make youth custody a place of safety, both for children and staff and to improve the life chances of children and young people in custody. The Reform Implementation Manager will translate those principles into business recommendations before delivering the agreed actions through a wide-ranging series of projects.

The role of the Reform Implementation Manager

Identifying and delivering projects to implement the below YCS core principles into policy, process and systems across the STC:

An individualised approach: an integrated framework of care encompassing education, health, and behaviour support into youth custody, to ensure each young person has had a full needs assessment and a tailored care and support plan
A professional, specialist workforce: creating a bigger more resilient and stable workforce, more staff with specialist skills, culture change to those who want to work with young people and focus on rehabilitation not security
Strong leadership and governance: develop strong leaders who create the right culture, who are held to account for outcome.
The right estate: therapeutic and enabling environments.

Managing the scoping of projects and objectives, defining work streams and identifying the right owners for each one
Creating project plans to feed into a programme plan with detailed timelines and deliverables
Establishing and maintaining resourcing requirements, including managing budget, headcount and fluctuating demand levels
Identifying, analysing and documenting programme risks, assumptions, issues and dependencies.
Enforcing programme governance standards across all projects, tailored to the scale and complexity of each project’s requirements
Resolving project issues independently where possible, escalating further in a timely fashion when required
Supplier and stakeholder management
Liaising with the authority to ensure that projects satisfy the YCS reform programme.
Supporting Functional Heads to deliver project outcomes.
Delivering accurate and timely reporting of project statuses, feeding into regular, accurate programme-level reports for the director. Reporting includes detailed analysis of any changes to project schedules and costs and tracking of project deliverables and benefits
Delivering transparency through proactive communication with stakeholders across the business
Undertakes any other management tasks as may be required by the Director.

Person Specification

The ideal candidate will have:

Experience of the full lifecycle of project delivery in a fast-moving workplace
Experience of change management.
Experience of managing multiple work streams or projects
Experience of managing multiple suppliers and stakeholders
A structured approach to task management, able to distil, simplify and resolve complex problems
A transparent, honest approach to project and programme reporting: it’s imperative that issues/risks are identified, escalated where appropriate, and resolved in a timely fashion
