Job Description

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a Property Data & Technical Officer (Gr 7) on a 3 month's contract with a possibility of an extension.

Job Purpose.

The Property Data & Technical Officer plays a vital role within this context, providing a full and wide ranging professional support service to teams within the department, as well as being responsible for directly delivering specific work streams.

Main Accountabilities.

Support procurement activities for all teams and ensure that there is adherence with the rules as set out in the Council's Contract Standing Orders.
Proactively liaise, influence and collaborate with managers and procurement team to ensure appropriate procurement route is followed and that appropriate approvals are obtained.
Research frameworks, including eligibility to use.
Set up templates, collate documentation and publish tenders through Procontract ePortal and provide full administrative duties including publishing responses to clarification questions and assisting with evaluations.
Provide project support, including maintenance of projects in the property database, generating project fees and processing invoices and complex certificates for payment.
Commission and manage the annual programme of Water Risk Assessments and update the property database
Commission and manage the annual programme of Building Stock Condition Surveys and update the property database.
Commission and manage the annual programme of Asbestos Reinspections and update the property database.
Update the property database with validated information from various sources including maintenance programmes and from case/project managers, ensuring that details are accurate and complete.
Provide User administration for the integrated property database: locking/unlocking accounts, resetting passwords, adding/deleting/modifying users' accounts.
Ensure data integrity, controlling any process surrounding the changing of key data.
Assist with AutoCAD plan printing.
Admin support for Valuation requests, including setting up appointments, invoicing and reporting.
Manage payment of invoices, raise purchase orders and invoice customers in accordance with the Council's financial guidelines.
Process consolidated invoices for Utilities, Repairs & Maintenance, Cleaning and other services.
General admin support including but not restricted to meeting administration, document processing, website updates, management of team inboxes, data gathering for reports and performance measures

Knowledge, Skills and Experience.

Excellent IT skills with experience of using a wide range of applications to deliver high quality services in a business environment, including Google Suite and Microsoft Office
Experience of providing high quality technical business support.
Practical experience using e-procurement systems
Practical experience using financial systems
Knowledge and understanding of web-based Property Management systems
Ability to define risks, prioritise and plan workload with competing deadlines.
Excellent interpersonal skills, displaying an ability to communicate effectively, both verbally and in writing; able to communicate complex matters clearly and concisely, using the most appropriate method in each instance
Demonstrate creative thinking in troubleshooting problems within the constraints of resources, time and available information with due consideration to agreed procedures
Ability to develop strong working relationships and establish personal credibility with a wide range of stakeholders both within and outside of the Council.
Attention to detail and ability to remain "solutions focussed" with the capability to translate strategy into realistic achievable plans.
Able to demonstrate team working through participation and contribution to different teams to develop and achieve shared objectives
Demonstrate strong customer service through the provision of appropriate and effective responses to customers.
